The flooding in Rio Grande do Sul that began in late April had a devastating impact across southern Brazil. We express our condolences to the families of those who died in this disaster and recognize that the Brazilian government is working hard to help the hundreds of thousands of people that remain displaced. The recognition of the grave environmental and climate crises faced by all nations is part of the motivation for our coming together to address climate change, and to leverage the opportunities doing so presents for supporting just transitions and economic development.

Since early last year, the U.S. Department of the Treasury (Treasury) and the Brazilian Ministry of Finance (Fazenda) have implemented unprecedented measures to align their institutions with the best environmental and climate policies. Senior officials from both organizations have convened on several occasions, united by a common commitment to advancing inclusive economic development, preserving the environment, promoting regional integration, and advancing democratic values and social justice. The U.S. Treasury and Fazenda proudly announce the Brazil Fazenda – U.S. Treasury Climate Partnership (the Climate Partnership). In doing so, we jointly recognize:

Brazil’s bold plans to safeguard its natural capital, and its leadership in the global fight against climate change and environmental destruction.

From innovative sustainable investment platforms to new and cross-cutting green legislation, Fazenda is leading the government’s implementation of the Ecological Transformation Plan (ETP) and is demonstrating the critical role of finance ministries in addressing climate change and protecting the environment. The ETP is projected to raise Brazil’s GDP by 2 percent by 2030, and to generate millions of new jobs.

Brazil is a top 10 world economy with over 90 percent carbon-free electricity generation and a caretaker of vast ecological resources, and it is poised to serve as an example of how emerging market and developing economies can contribute to mitigating and adapting to the effects of climate change and conserving nature and biodiversity, while fostering social development, productivity increases, and reindustrialization through smart investment and policy decisions. Brazil has prioritized sustainable and climate finance as part of its Presidency of the G20 (particularly through the Sustainable Finance Working Group and the Task Force for the Global Mobilization against Climate Change), and Brazil and the United States plan to continue to cooperate to achieve ambitious outcomes in the G20.

The United States’ historic policy innovations that are driving substantial financial commitments to protect nature and to invest in its green economy.

The Inflation Reduction Act and Bipartisan Infrastructure Law are transforming the U.S. economy, mobilizing hundreds of billions of dollars in clean power investments by the private sector. The laws aim for a just transition, and helped create over 170,000 clean energy jobs in their first year in effect, especially in low-income communities. These investments are helping to drive down the costs of new technologies globally, for the benefit of countries around the world. These laws have also helped channel over $10 billion of investment into conservation initiatives, protecting more than 41 million acres of land and water in just a little over three years as part of the goal of conserving 30% of U.S. lands and waters by 2030.

We are stronger together.

Global action to mitigate climate change, adapt to the effects of a changing climate and build resilience, and conserve natural resources and protect biodiversity requires collaboration. Brazil and the United States have a deep economic relationship through trade and investment and share a commitment to sustainable, inclusive development. We both recognize that climate and development go hand in hand and, when well-designed, are mutually reinforcing and serve as catalysts for economic growth. The United States and Brazil are also deeply committed to the sustainable development of Latin America more broadly, including through leading work to evolve the multilateral development banks and the climate finance architecture.

Today, on the margins of the G20 Finance Minister and Central Bank Governor Meetings in [Rio], Fazenda and Treasury renew their intention to work together—bilaterally and multilaterally—to address today’s most pressing environmental challenges and advance the coordination and integration of our national and regional sustainable and resilient economies through this new partnership across four pillars: (1) clean energy supply chains; (2) high-integrity carbon markets; (3) nature and biodiversity finance; and (4) the multilateral climate funds.

The Climate Partnership will help to develop policies and drive reforms at international institutions where both countries are shareholders, so that global public and private capital is more efficiently and effectively deployed to address today’s most pressing environmental challenges, including for clean energy technologies, building resilience of value chains, fostering high-integrity carbon markets, and conserving forests and biodiversity. We intend to leverage our bilateral work in multilateral forums such as the G20; Annual Meetings of the World Bank, International Monetary Fund, and other International Financial Institutions; the Coalition of Finance Ministers for Climate Action; and at the meetings of the conferences of the parties to multilateral environmental agreements and their financial mechanisms.

We plan to jointly support enhancing the complementarity, coherence, and ambition of the climate finance architecture—including the Climate Investment Funds (CIFs), Global Environment Facility (GEF), Adaptation Fund (AF), and Green Climate Fund (GCF)—to improve access to finance for emerging markets and developing countries and to mobilize public and private finance. We plan to work to continue to prioritize climate related action and to create continuity across our G20 Presidencies, including through engagement with the incoming 2025 South African Presidency.

Key Pillars of the Climate Partnership

1. Clean energy supply chains. We acknowledge the substantial financing requirements needed to finance the climate transitions in both our countries and globally, and are working together to develop policy tools that crowd in private sector investment to diversify global supply chains, support advancement and deployment of clean technologies at scale, and to finance renewables manufacturing, low-carbon hydrogen, and biofuels, among other areas. Fazenda and Treasury have engaged in policy dialogues and are working to mobilize institutions, such as our Development Finance Institutions, to better understand how innovative tools can support more rapid private investment to better integrate clean energy supply chains, including recent measures from Brazil’s Ecological Transformation Plan and the United States’ Inflation Reduction Act.

   In line with the U.S.-Brazil Partnership for Workers’ Rights, Fazenda and Treasury recognize the importance of protecting the environment, the rights of workers, vulnerable and exposed communities, and indigenous peoples, and promoting clean energy supply chain resilience.

2. High-integrity carbon markets. We jointly recognize the role transparent and well- functioning carbon markets, including voluntary carbon markets, can play in meeting global climate change goals. High-integrity carbon markets can be a source of capital for technologies and practices essential for the climate transition, including carbon removals, nature-based decarbonization, and protecting natural resources. We respect each other’s approaches, including how benefits are allocated and shared in each country. We both strongly support efforts to improve the integrity and effectiveness of carbon markets and are sharing best practices. We also support multilateral initiatives in the appropriate fora, including the G20 Sustainable Finance Working Group, that could lead to the development of global voluntary carbon market integrity principles.

3. Nature and biodiversity finance. We strongly support efforts to mobilize finance and develop innovative solutions to conserve and restore nature and biodiversity, including at the multilateral development banks and environmental trust funds. Public funds are important for leveraging private capital to support these objectives. We applaud the U.S. Department of State’s initial contribution to the Amazon Fund, that will help protect tropical rainforests in Brazil and across the region, and acknowledge the United States’ intention to fulfill President Biden’s $500 million pledge to the Amazon Fund made last year. We plan to continue to work together with a view towards mobilizing finance to support ecosystems, which will include discussions on Brazil’s proposal for a Tropical Forest Financing Facility.

   We recognize the 2010 debt-for-nature swap between the United States and Brazil under the Tropical Forest Conservation Act (TFCA), and applaud the conservation efforts made leveraging this innovative financial instrument. Drawing on lessons learned from TFCA, Fazenda and Treasury intend to work to derive best practices for debt-for-nature swaps to inform global policies ahead of the COP30/CMA7 meetings next year.

4. Multilateral climate funds. Fazenda and Treasury are working to promote concrete steps to facilitate emerging market and developing economies’ ease of access to multilateral climate funds resources, especially for the most vulnerable countries. Acknowledging the work of the Independent High-level Expert Group on the Vertical Climate and Environmental Funds in the G20 Sustainable Finance Working Group, we are working to simplify and harmonize processes, where possible, and advance ambition in areas that are shared priorities, such as private capital mobilization and nature-based solutions financing, while reinforcing their connection with the countries’ needs and priorities. We applaud the multilateral climate funds’ initiative to present a draft Action Plan to their respective governing bodies and look forward to a robust final Action Plan at COP29/CMA6 that delivers on the needs of developing countries to improve access to climate finance.

   We are collaborating to shape the strategic direction of the CIF, by supporting the launch of the CIF Capital Markets Mechanism that will fund a new generation of investment plans for critical areas of clean technology deployment. In parallel, Fazenda and Treasury are exploring opportunities, including for Brazil, for the CIF Clean Technology Fund’s Futures Window— supported by the $568M loan contribution from the United States to the Fund made in 2023— to advance industry decarbonization and clean technology investments aligned with national priorities.

August Corporate Update

On August 1st IDVV announced that the Company’s WITech division has finalized its agreement to launch an AI based sports service developed to assist with professional sports (NFL, NBA, UFC, MLB, MLS).

Currently the service is being used by professionals and IDVV WITech plans to bring the service mainstream beginning with the NFL Season, then expanding it out to other mainstream sports. A slow launch is necessary due to the complexity that only professionals can understand. IDVV wants to make the service very simple and easy to use as we roll it out mainstream.

IDVV is planning to launch in phases. Starting with a limited time only free beta site by August 15th that will allow users to sign up for NFL info, combined with data and research. Following in phases, IDVV anticipates rolling out in Q4 will begin to combine additional sports and a generative AI bot that will allow members to ask questions and receive data to assist in all sports.

WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) is taking action against 19 individuals, 14 entities, and one aircraft pursuant to Belarus-related Executive Order (E.O.) 14038. This action targets persons involved in supporting Russia’s war in Ukraine through military resource production and transshipment of goods to Russia, sanctions evasion on behalf of Belarusian defense entities, and revenue generation for Belarusian oligarchs in Alyaksandr Lukashenka’s inner circle. OFAC is concurrently designating five of these targets—three individuals and two entities—pursuant to Russia-related E.O. 14024. 

Lukashenka’s support for Russia’s indefensible war against Ukraine comes at a high cost for Belarus. Lukashenka has traded his country’s autonomy and standing in the international community for his and his cronies’ own financial and political benefits. Today’s action reinforces the United States’ commitment to holding the Lukashenka regime accountable for its attacks on the Belarusian democratic movement and its flagrant exploitation of the Belarusian people. 

“As Belarus marks another year under Lukashenka’s rule, the regime’s blatantly corrupt, destabilizing, and anti-democratic acts—along with its continued support for Russia’s illegal invasion of Ukraine—have only further ostracized Belarus from the global community,” said Acting Under Secretary of the Treasury for Terrorism and Financial Intelligence Bradley T. Smith. “The United States, in coordination with our allies and partners, remains committed to holding the regime and its key facilitators accountable.”

In the wake of the fraudulent August 2020 Belarusian Presidential election, Lukashenka resorted to brutal crackdowns on peaceful protesters, democratic organizations, and journalists in order to illegitimately retain power. Since then, Lukashenka’s actions have eroded Belarusian civil society and enabled Lukashenka, his family, and his inner circle to enrich themselves at the expense of Belarus’s citizens and sovereignty. The Lukashenka regime continues to support Russia’s full-scale invasion of Ukraine by hosting Russian military bases and allowing Russian forces to use Belarus as a staging point for military operations.  

Today’s designations are amplified by actions undertaken by the United States’ partners in the European Union (EU)—who targeted Belarusian authorities involved in human rights abuses earlier this week—and Canada and the United Kingdom, who today also announced additional sanctions on the Lukashenka regime. Together, these actions signal the international community’s continuing solidarity with the Belarusian people in their struggle for a free, democratic, and sovereign Belarus. 

The Department of State also took steps to impose visa restrictions on 19 regime officials and their affiliates for their involvement in undermining democracy in Belarus, pursuant to Presidential Proclamation 8015.

PELENG SANCTIONS EVASION NETWORK

As part of the strong ties between Russia and Belarus with respect to their technology and defense-industrial industries, Belarus provides Russia with components for satellite communication systems and optical equipment. U.S.-designated Peleng JSC (Peleng) is the leading design enterprise in Belarus’s optoelectronic industry, producing components for spacecraft, satellites, and sights with thermal imagers for military vehicles. Peleng is one of Russia’s most important industrial partners in Belarus and has partnered with Russia on ventures ranging from artillery unit complex development to airfield automated meteorological systems supply. OFAC designated Peleng on December 2, 2021 pursuant to E.O. 14038 for operating or having operated in the defense and related materiel sector of the economy of Belarus and for operating or having operated in the security sector of the economy of Belarus. 

LLC Laboratory of Additive Technologies (LAT), also recently known as LLC Laser Devices and Technologies, is identified as a Belarus-based entity focused on research and development in the natural sciences; however, LAT generates its revenue by supplying components to companies, including Peleng, that produce weapons for the Russian Federation and are under U.S. and EU sanctions. For example, LAT has procured encoder disks—a component for sensors that detect motion and are used in panoramic sights for T-72s or other tanks—from a Taiwanese precision instrument maker and bypassed sanctions to move the encoder disks and payment through a third-country intermediary. Yuri Aleksandrovich Chivel (Chivel), a Belarusian national, is LAT's Director and has signed contracts certifying that LAT intends to and has supplied components to Peleng.  

OFAC is designating LAT pursuant to E.O. 14038 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of Peleng, a person whose property and interests in property are blocked pursuant to E.O. 14038. OFAC is designating Chivel pursuant to E.O. 14038 for having been a leader, official, senior executive officer, or member of the board of directors of LAT, an entity whose property and interests are blocked pursuant to E.O. 14038.

OOO Ruchservomotor (Ruchservomotor) is a Belarusian developer and manufacturer of precision coordinate systems, including high precision milling and engraving products and services. Ruchservomotor's Director, Aliaksandr Uladzimiravich Zharski (Zharski), a Belarusian national, and its Deputy Director, Siarhei Mikalaevich Sidaruk (Sidaruk), also a Belarusian national, signed contracts agreeing to supply LAT with components. Ruchservomotor also produces components for panoramic commander’s sights for T-72 and T-90 Russian tanks, for which Peleng is the end user. By using LAT as an intermediary to ship Russian military equipment components, Ruchservomotor has attempted to obfuscate its direct sales and connection to the Russian military. 

OFAC is designating Ruchservomotor pursuant to E.O. 14038 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of LAT, a person whose property and interests in property are blocked pursuant to E.O. 14038. OFAC is designating Zharski and Sidaruk pursuant to E.O. 14038 for having been leaders, officials, senior executive officers, or members of the board of directors of Ruchservomotor, an entity whose property and interests are blocked pursuant to E.O. 14038.  

Belarusian manufacturers LLC AlYurTekh (AlYurTekh) and its Deputy Director, Aleksey Nikolaevich Yavorski (Yavorski), a Belarusian national; ALC Diskoms (Diskoms) and its Deputy Director, Arkady Samuilovich Dimenshtein (Dimenshtein), a Belarusian national; LLC MOT (MOT) and its Commercial Director, Viktoriya Orestovna Savruk (Savruk), a Ukrainian national; LLC Grosver Grup (Grosver Grup) and its representative, Siarhei Uladzimiravich Kastsianok (Kastsianok), a Belarusian national; and Limited Liability Company Tochnaya Mekhanika (Tochnaya Mekhanika) and its Director, Aleksandr Mikolaevich Leschanka (Leschanka), a Belarusian national, have all signed contracts committing the respective companies to supply Peleng with goods or services. 

OFAC is designating AlYurTekh, Diskoms, MOT, Grosver Grup, and Tochnaya Mekhanika pursuant to E.O. 14038 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of Peleng, a person whose property and interests in property are blocked pursuant to E.O. 14038.

OFAC is designating Yavorski pursuant to E.O. 14038 for having been a leader, official, senior executive officer, or member of the board of directors of AlYurTekh, an entity whose property and interests are blocked pursuant to E.O. 14038. OFAC is designating Dimenshtein pursuant to E.O. 14038 for having been a leader, official, senior executive officer, or member of the board of directors of Diskoms, an entity whose property and interests are blocked pursuant to E.O. 14038. OFAC is designating Savruk pursuant to E.O. 14038 for having been a leader, official, senior executive officer, or member of the board of directors of MOT, an entity whose property and interests are blocked pursuant to E.O. 14038. OFAC is designating Kastsianok pursuant to E.O. 14038 for having acted or is purported to have acted for or on behalf of, directly or indirectly, Grosver Grup, an entity whose property and interests are blocked pursuant to E.O. 14038. OFAC is designating Leschanka pursuant to E.O. 14038 for having been a leader, official, senior executive officer, or member of the board of directors of Tochnaya Mekhanika, an entity whose property and interests are blocked pursuant to E.O. 14038.

CARGO AIRLINE COMPANIES

Aviakompaniya Rada LLC (Rada) and UE RubiStar (RubiStar) are two private Belarusian cargo airline companies that have long operated in the international transportation of a variety of products, including general cargo, engineering equipment, live animals, and dangerous goods. 

In addition to their activities in the Belarusian transportation sector, both Rada and RubiStar have provided support to Russian defense activities. More specifically, Rada provided support to internationally designated Russian Private Military Company Wagner (Wagner Group) (designated on June 20, 2017, November 15, 2022, and January 26, 2023) by moving Wagner Group personnel and supplies to and from Africa. Additionally, on multiple occasions in 2024, RubiStar provided mission support to Russia by transporting Russian military personnel to Africa; and relatedly, at the request of a Russian company, RubiStar conducted the shipment of military helicopters to Africa. Finally, Rada has also participated in the trafficking of exotic animals between Mexico and Venezuela.

Rada is led by its Commercial Director Dmitry Olegovich Ishchenko (Ishchenko), a Russian national, and its Belarusian Director Ivan Nikolaevich Nareiko, while RubiStar is represented by its Belarusian Director, Evgeniy Ivanovich Mikholap (Mikholap).

OFAC is designating Rada, RubiStar, Ishchenko, Nareiko, and Mikholap pursuant to E.O. 14038 for operating or having operated in the transportation sector of the Belarus economy.

OFAC is also designating Rada, RubiStar, Ishchenko, Nareiko, and Mikholap pursuant to E.O. 14024 for operating or having operated in the defense and related materiel sector of the Russian Federation economy. On June 12, 2024, Treasury broadened the definition of Russia’s military-industrial base to include all persons blocked pursuant to E.O. 14024. This means that foreign financial institutions risk being sanctioned for conducting or facilitating significant transactions, or providing any service, involving any person blocked pursuant to E.O. 14024. Foreign financial institutions face sanctions risk for continuing to facilitate transactions involving Russia’s military-industrial base. Financial institutions should review OFAC’s updated sanctions advisory for practical guidance on how to identify sanctions risks and implement corresponding controls.

Aviakompaniya Belkanto LLC (Belkanto) is another Belarus-based private cargo airline company that was formed on paper in 2020, but began operating in 2022 under the leadership of former executives of Belarusian state-owned cargo airline company Transaviaexport. On December 2, 2021, OFAC designated Transaviaexport for operating or having operated in the transportation sector of the economy of Belarus and for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, the Government of Belarus (GoB). Following Transaviaexport’s designation, Belkanto took ownership of one of Transaviaexport’s planes and began leasing other aircraft from the company. Belkanto’s business is focused on many of the same areas of operation as Transaviaexport, including the transshipment of goods to Russia.

OFAC is designating Belkanto pursuant to E.O. 14038 for operating or having operated in the transportation sector of the Belarus economy.

LOGISTICS COMPANIES GENERATING REVENUE FOR LUKASHENKA ‘WALLETS’ AND RE-EXPORTING GOODS TO RUSSIA

Ruzekspeditsiya LLC (Ruzekspeditsiya) and VLATE Logistic LLC (VLATE) are two Belarus-based logistics entities involved in the management of border crossing logistics and transportation services through Belarus to Russia, including the re-export of machinery, hydrocarbons, and Western European goods to Russia. These companies form the core of a logistics network controlled by U.S.-designated Lukashenka ‘wallets’ — Belarusian oligarchs who receive preferential treatment from the GoB in exchange for providing funds to Lukashenka and other members of his inner circle; financing Lukashenka’s personal projects; and publicly supporting the regime — Aliaksandr Zaitsau (February 24, 2022), Mikalai Varabei, and Aliaksey Aleksin (both on August 9, 2021). Since the August 9, 2021 U.S. designation of these oligarchs’ logistics company, Bremino Group, Ruzekspeditsiya and VLATE have taken over many of Bremino Group’s former operations, increasing these two companies’ revenue exponentially. As a result of Ruzekspeditsiya and VLATE’s connections to Zaitsau, Varabei, and Aleksin, both companies receive privileged tax status and limited customs fees from Lukashenka.

Ruzekspeditsiya and VLATE are owned and directed by six individuals—Belarusian businessmen Oleg Romualdovich Gerasim (Gerasim), Oleg Fedorovich Barabanov (Barabanov), Dmitry Mikhailovich Zamulevich (Zamulevich), and Evgeniy Yurievich Krokhotin (Krokhotin), and Russian businessmen Vladimir Mikhailovich Arkadiev (Arkadiev) and Oleg Vladimirovich Petrov (Petrov)—who are all personally connected to Zaitsau, Varabei, and Aleksin, and represent these oligarchs’ interest in the companies.

OFAC is designating Ruzekspeditsiya, VLATE, Gerasim, Petrov, Barabanov, Zamulevich, Arkadiev, and Krokhotin pursuant to E.O. 14038 for operating or having operated in the transportation sector of the Belarus economy.

DEFENSE SECTOR ENTITIES SUPPORTING RUSSIAN WAR EFFORT

Joint Stock Company Plant Legmash (Legmash) is a Belarus-based manufacturing plant that has shifted its operations to produce artillery ammunition to supply the Belarusian and Russian armed forces. In May 2024, Lukashenka visited Legmash and alongside Legmash’s Belarusian Director, Vladislav Nikolaevich Pavlenko (Pavlenko), inspected Legmash’s new defense sector operations and commented on Legmash’s importance to the Belarusian defense-industrial sector.

OFAC is designating Legmash and Pavlenko pursuant to E.O. 14038 for operating or having operated in the defense and related materiel sector of the Belarus economy.

KB Unmanned Helicopters (UAVHeli) is a Belarusian unmanned aerial vehicle (UAV) developer and manufacturer that specializes in the production of drones for use in the security and defense sectors. Since its inception, UAVHeli has been led by Belarusian businessman Vladimir Vladimirovich Chudakov (Chudakov), who has sold UAVHeli’s products to the Belarusian and Russian defense sectors.

OFAC is designating UAVHeli and Chudakov pursuant to E.O. 14038 for operating or having operated in the defense and related materiel sector of the Belarus economy.

LUKASHENKA’S LUXURY AIRLINER

Lukashenka maintains a fleet of Government of Belarus-owned planes that he uses professionally and for his personal leisure. EW-001PB is a Boeing 767-32K(ER) owned by the Government of Belarus and used as part of the fleet of presidential aircraft. OFAC is identifying EW-001PB as property in which Lukashenka, a person whose property and interests in property are blocked pursuant to E.O. 14038, has an interest. OFAC has previously identified as blocked property several other aircraft in the presidential fleet, including EW-001PA (March 24, 2023) and EW-301PJ (August 9, 2023). 

SANCTIONS IMPLICATIONS

As a result of today’s action, all property and interests in property of the designated persons described above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, individually or in the aggregate, 50 percent or more by one or more blocked persons are also blocked. Unless authorized by a general or specific license issued by OFAC, or exempt, OFAC’s regulations generally prohibit all transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons. 

In addition, financial institutions and other persons that engage in certain transactions or activities with the sanctioned entities and individuals may expose themselves to sanctions or be subject to an enforcement action. The prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any designated person, or the receipt of any contribution or provision of funds, goods, or services from any such person. 

The power and integrity of OFAC sanctions derive not only from OFAC’s ability to designate and add persons to the SDN List, but also from its willingness to remove persons from the SDN List consistent with the law. Investment Losses With Barred Financial Advisor Austin Dutton Jr.? Contact KlaymanToskes Immediately

KlaymanToskes reports the firm has filed a FINRA arbitration claim (no. 24-01562) against American Trust Investment Services and Newbridge Securities on behalf of a retired Philadelphia K-9 Officer and his family, who are seeking to recover damages of up to $500,000, in connection with being recommended to invest in high-risk and speculative alternative investments by their financial advisor, Austin Richard Dutton Jr. (CRD# 2739167).

According to the claim filed by KlaymanToskes, Dutton represented the alternative investments as low risk and failed to explain the significant risks of alternative investments to the customers, including lack of liquidity and lack of diversification. Further, Dutton overconcentrated the customers’ portfolio in the alternative investments, which included the following:

Austin Dutton allegedly violated FINRA Rule 2150(b) and his firms’ policy and procedure that financial advisors cannot guarantee clients that they will not sustain losses in connection with investments recommended and purchased at the brokerage firm. As a result of Dutton and his firms’ unsuitable recommendations, misrepresentations, wrongful conduct and failure to act in the customers’ best interest, the customer remains unable to access the principal invested in many of the alternative investments, including GWG which has since filed for bankruptcy.

In June 2024, Andrew Dutton was permanently barred from acting as a broker by FINRA for recommending unsuitable illiquid alternative investments to several customers, most of whom were retired or approaching retirement, falsifying his firm’s records, and failing to respond to FINRA's investigative requests. According to FINRA BrokerCheck, Dutton has 31 customer complaints.

Following his departure from the industry, Austin’s son Andrew Dutton reportedly took over the customers’ accounts. Andrew Dutton (CRD# 6869349) is now employed with Peak Brokerage Services in Doylestown, PA, and is currently facing a pending customer complaint alleging up to $1,000,000 in investor damages.

At least 290,000 Connecticut taxpayers will be eligible to use the free tax filing option made possible by President Biden’s Inflation Reduction Act

WASHINGTON – Today, the U.S. Department of the Treasury and Internal Revenue Service (IRS) announced that Connecticut will be the latest state to join IRS Direct File for Filing Season 2025. IRS Direct File was made possible by President Biden’s Inflation Reduction Act, which provided new resources for the IRS to improve customer service and ensure taxpayers claim the benefits and deductions for which they are eligible.

Following a successful Pilot Program in 12 states that saw 140,000 taxpayers claim more than $90 million in refunds and save an estimated $5.6 million in filing costs using the new free online filing tool, Treasury and the IRS announced the expansion of Direct File as a permanent offering. Treasury and the IRS have been working with interested states to offer Direct File to their taxpayers with Connecticut being the latest state to join, following Oregon, New Jersey, Pennsylvania, and New Mexico. At least 290,000 Connecticut taxpayers will be eligible to use the free online filing tool next Filing Season.

“Thanks to President Biden’s Inflation Reduction Act, more than 290,000 Connecticut taxpayers will be able to file their taxes online for free, directly with the IRS this coming Filing Season. Direct File will save Connecticut residents time and money and help ensure they receive the tax benefits they are owed,” said U.S. Secretary of the Treasury Janet L. Yellen. “After a successful pilot this Filing Season, we are pleased to expand the program as a permanent offering and welcome Connecticut as the latest new state to offer this free option to taxpayers.”  

“The Direct File tool will make it easier and more convenient for the average person to file their taxes, and it will help them save both time and money by avoiding the need to purchase for-profit tax filing software,” said Governor Ned Lamont. “We’re grateful to the U.S. Department of the Treasury and the Internal Revenue Service for making this resource a reality, and we appreciate that Connecticut residents will benefit from this service in the upcoming filing season.”

The Treasury Department’s goal in the coming years is to expand the reach and tax scope of Direct File to provide an option for working-and middle-class taxpayers nationwide. Direct File is central to the Biden-Harris Administration’s efforts to deliver modern, world-class customer service using Inflation Reduction Act resources. Direct File also advances a goal of the IRS’s Strategic Operation Plan (SOP) to ensure that taxpayers receive tax credits that they are eligible for, including the Child Tax Credit and Earned Income Tax Credit. The IRS will continue to improve the product over time and ensure that it remains free, secure, and easy to use.

BACKGROUND ON THE DIRECT FILE PILOT PROGRAM

The average American spends $270 and 13 hours filing their taxes. (Taxpayer Burden Survey) President Biden’s Inflation Reduction Act required the IRS to study the potential for an IRS-run Direct e-File System that would allow taxpayers to file taxes for free, directly with the IRS. After reviewing the report, which showed strong taxpayer interest in a free IRS filing option, the Treasury Department initiated a pilot of IRS Direct File during the 2024 Filing Season.

In Filing Season 2024, Direct File was available to taxpayers with simple tax situations in 12 states. The Pilot exceeded expectations with more than 140,000 Americans successfully filing in the five weeks the program was widely available following extensive product testing. These filers claimed more than $90 million in refunds and saved an estimated $5.6 million in tax preparation fees on their federal returns alone.

Direct File users also reported a high degree of satisfaction and quick answers to their filing questions. In a GSA Touchpoints survey of more than 11,000 Direct File users, 90 percent of respondents ranked their experience with Direct File as “Excellent” or “Above Average.” A majority of survey respondents who filed taxes in the prior year reported having to pay to prepare their taxes last year. Among all survey respondents, 47 percent of users paid to file their taxes last year and 16 percent did not file last year at all. 

In Treasury and IRS engagements with Direct File users, taxpayers relayed that Direct File was straightforward to use, and they valued features that allowed them to learn more about different tax situations, credits, and deductions. Taxpayers emphasized their appreciation for the fact that Direct File is always free and there are no hidden fees or attempts to upsell users as they moved through the filing process. Taxpayers also shared that filing directly with the IRS gave them confidence and that they were able to quickly fix mistakes and get their taxes filed accurately.

GWG L Bonds were corporate bonds issued by GWG and sold to retail investors through a network of broker-dealers and advisors, including Lifemark Securities Corp., where Moretz is currently registered as a broker/investment advisor in Mooresville, NC. On April 20, 2022, GWG filed for Chapter 11 bankruptcy, suspending their monthly dividends and leaving investors without access to their principal.

GWG offered L Bonds pursuant to prospectuses dated December 1, 2017 and June 3, 2020. Both of GWG’s prospectuses stated that “Investing in our L Bonds may be considered speculative and involves a high degree of risk, including the risk of losing your entire investment.” Additionally, the prospectuses disclosed that L Bond holders had no right to require GWG to redeem any L Bond prior to its due date, except in the case of the holder’s death, bankruptcy, or total permanent disability.

On January 29, 2024, financials were filed with the bankruptcy court by the GWG Wind Down Trustee which confirmed that L bondholders will only receive a small fraction of their investments from the bankruptcy. Accordingly, it is in bondholders’ best legal interest to maximize their recovery of losses by filing FINRA arbitration claims against the brokerage firms and financial advisors who sold these unsuitable products, such as Moretz Wealth Management/Lifemark Securities Corporation.

Minister Haddad, it was a pleasure meeting with you earlier this week, and I am very glad that we are jointly announcing the launch of the Brazil Fazenda-U.S. Treasury Climate Partnership today.

This announcement draws on our two countries’ long history.  There are deep ties between the United States and Brazil, including a strong trade and investment relationship.  Our countries also share a commitment to sustainable and inclusive development, recognizing that, as the two largest economies in the Western Hemisphere, advancing work on climate and on nature and biodiversity can bring benefits not only to both of our economies but also to the region and to the global economy.

Today’s announcement also builds on significant efforts of teams at Treasury and Fazenda in recent years.  Since the start of the Biden Administration, we have worked to increase collaboration with Brazil on shared priorities related to climate and the environment.  Brazil has put these issues at the top of the agenda for its G20 Presidency, and we have together pursued ambitious work, including through the multilateral development banks and climate funds.  We are also strengthening coordination to disrupt illicit finance from nature crimes.  This spring, we further deepened our commitment to collaboration in the aftermath of the unprecedented flooding in Rio Grande do Sul.  It was one of far too many recent tragedies that reveals the grave threat that climate change and the loss of nature and biodiversity poses to lives, livelihoods, and economies around the world.

Our new partnership also builds on work we have each been pursuing.  In the United States, the Inflation Reduction Act and Bipartisan Infrastructure Law are making our infrastructure more resilient, supporting investments in conservation, and driving growth in clean energy industries.  Treasury is leading the implementation of the Inflation Reduction Act and pursuing many other actions, including launching the Principles for Net-Zero Financing and Investment last fall and the Principles for Responsible Participation in Voluntary Carbon Markets, with other U.S. federal agencies, this spring.

Brazil is meanwhile pursuing a wide range of policies and investments that showcase how an emerging market can conserve natural resources, protect biodiversity, adapt to a changing climate, and build clean manufacturing.  Fazenda, like Treasury, is playing a leading role at home, including in implementing Brazil’s Ecological Transformation Plan, from designing innovative green investment platforms to launching new carbon market designs.

Our long history, recent joint work, and complementary agendas mean we see much to gain from additional coordinated and collaborative action.  With this partnership, we now plan to work together bilaterally and multilaterally to address today’s most pressing environmental challenges and strengthen the region’s green economy.

Our work will be focused in four key areas.

First, we intend to work to bolster our clean energy supply chains, including by developing policy tools that crowd in private sector investment.

Second, we intend to support efforts to improve the integrity and effectiveness of voluntary carbon markets, including through holding technical exchanges.

Third, we intend to work to mobilize finance and develop innovative solutions to conserve and restore nature and biodiversity, including through the multilateral development banks and multilateral climate funds.

And fourth, we are committed to joint work to facilitate countries’ ease of access to multilateral climate fund resources by working to simplify and harmonize process, increase ambition, and mobilize private finance.

Across these and other areas, we will benefit from each other’s leadership and expertise.  So let me thank Minister Haddad for our ongoing and future collaboration.  I look forward to the joint work ahead.

Our economic assistance to Ukraine, including the $3.9 billion tranche disbursed last week, which was appropriated in the bipartisan National Security Supplemental, stabilizes Ukraine’s home front as it continues to defend itself against Russia’s illegal and unprovoked war. With the entirety of Ukraine’s tax revenue going to the war effort, support from the United States and our allies and partners is crucial to equip first responders, keep hospitals and schools open, and maintain other essential government functions.

Our direct budget support to Ukraine continues to be conditioned on reforms that will further increase Ukraine’s economic resilience and improve governance, and I am pleased with the continued unprecedented level of transparency and accountability tied to this support.

It is a pleasure to meet with Minister Godongwana at this G20 to discuss our shared international economic priorities as we look ahead to South Africa’s G20 host year in 2025 and the United States host year in 2026.

The G20 is a crucial forum for the world’s largest economies to collaborate on initiatives that improve the lives of people around the world.  I appreciate the importance of having major emerging market countries chair this forum—as Indonesia, India, and now Brazil have done in recent years—and I look forward to South Africa’s 2025 presidency.

The G20 has been making progress on areas of importance to both our countries, including health, debt, climate, and Multilateral Development Bank evolution.  South Africa has been a valuable partner in all these areas. 

It is now a key moment to discuss how our two countries can work together to make more progress through the G20 on these issues, now and as we look ahead to consider efforts during each of our upcoming presidencies.

Earlier this week I attended the launch event for the Pandemic Fund’s Investment Case and announced that the U.S. intends to pledge up to $667 million through 2026 to bolster countries’ pandemic prevention, preparedness, and response.  The Pandemic Fund is a product of the G20 Joint Finance-Health Task Force, and I am glad that South Africa was an early supporter and that health continues to be a shared priority. 

Treasury will also continue to participate in multilateral discussions with South Africa on debt, especially regarding situations where countries facing debt pressures are experiencing challenges accessing needed financing.  We hope to work with South African counterparts to further the goals laid out in the Nairobi-Washington Vision Statement so that borrowing countries facing significant debt repayments but making important policy reforms have the resources to make vital investments in sustainable development and climate.

Treasury will also continue its work with South Africa on advancing the Just Energy Transition Partnership to help facilitate South Africa’s green energy transformation and support improving the reliability of its domestic energy.

A year ago in Paris, I announced the launch of a new partnership, the Bellagio Private Capital Mobilization Consortium, established by the Treasury Department and the Investor Leadership Network with the aim of bringing institutional investment into emerging markets. 

Today, we celebrate a key achievement of the Bellagio Consortium: Treasury, the Investor Leadership Network Secretariat, and ILN members Ninety One, CDPQ, and OMERS are announcing the Emerging Markets Transition Debt initiative.  Under this initiative, investors have committed to invest $400 million into the energy transition in emerging markets, with a focus on investments in three areas: clean infrastructure, clean technology, and decarbonization. 

This new initiative advances key Treasury priorities. Since the start of the Biden-Harris Administration, Treasury has been actively pursuing work to promote economic growth, stability, and resilience in countries around the world, including by equipping countries to accelerate their energy transitions and realize their climate ambitions.

To support these goals, President Biden and G7 leaders launched the Partnership for Global Infrastructure and Investment, through which we are driving investment flows into critical sectors that advance inclusive and sustainable growth and combat climate change around the world.  And as part of PGI, we have been engaging with investors like those in the ILN to find ways to increase institutional investors’ climate- and development-aligned investment in emerging markets—leading to this new initiative.

For many of the investors involved, this initiative represents a significant step forward in expanding their investments in emerging markets.  It shows that we are making tangible progress on our ambition to increase private capital mobilization for emerging markets, with hopefully much more progress ahead.  As one upcoming milestone, later this year, as South Africa assumes the G20 presidency, ILN will be holding a Global Investor Forum in Cape Town for institutional investors from the Global North and the Global South to engage with and learn from each other.

Ilan, thank you to you and your colleagues for organizing this convening and to ministers from the Amazon Basin for the warm welcome.  I would like to especially thank Brazil’s Minister of Environment and Climate Change Marina Silva for hosting us today and for her leadership.  I am very glad that the climate COP in Belém next year is in her capable hands.  And I am glad to also be joined today by Colombia’s Minister of Environment and Social Development Susana Muhamad, who will host the biodiversity COP later this year in Cali.

It was in 1992 at the Rio Earth Summit here in Brazil that the conventions on climate change and on biodiversity were adopted.  We have made significant progress since then, including channeling billions of dollars into protecting the biodiversity of the Amazon.  But, despite our efforts, the Amazon today is approaching a dangerous tipping point.  It is fortuitous that these next conferences are occurring close to each other in time and space.  It makes this a crucial moment to bring a greater focus to protecting the Amazon as a critical global center of biodiversity and an essential carbon sink and to underscore the urgency of addressing biodiversity loss, climate change, and related issues such as food and water security in an integrated manner.

We all recognize that halting and reversing nature and biodiversity loss is an economic imperative, including for the nearly 50 million people who live in the Amazon and whose lives and livelihoods depend on the Amazon’s ecosystems and their services.  This includes the Indigenous communities that have sustainably managed lands in the region for generations and from whom we have much to learn.

Finance ministers have crucial roles to play in this work—of course in partnership with environment and development ministers.  We need to help communities and businesses chart pathways to grow economies and create good jobs in a manner that sustainably uses natural resources and contributes to the health of ecosystems.  We need to work with the financial sector to help institutions understand the economic value that ecosystems provide.  And we need to make sure that our own public investments integrate nature preservation.

Treasury has worked with countries across the region to support these goals.  For example, last year, we reached an agreement with Peru that redirects $20 million of its debt to the United States to a conservation trust fund that will be used by Peruvian non-governmental organizations to support parks, protected areas, and Indigenous communities in the Amazon.  We have similar agreements with Brazil and Colombia, as well as with 11 other countries, that in total have protected more than 68 million acres of tropical forests.

Our work with ministers in the region also includes many other efforts.  This ranges from participating in the Coalition of Finance Ministers for Climate Action, which is building the capacity of our ministries to support transitions toward economies that support nature, to the strong partnership to conclude the recent reform of the Inter-American Development Bank and to recapitalize IDB Invest so that it is equipped to contribute to our nature and climate goals.

Now we are together encouraging the multilateral development banks to take forward critical work to help countries conserve and restore their ecosystems and transition industries toward pathways that support this goal.  MDBs should catalyze new business models to mobilize investments that support nature and biodiversity.  They should be go-to resources for governments working to develop enabling environments and achieve policy coherence to facilitate these investments.  MDBs should also mainstream nature and biodiversity considerations into their programming across sectors so that they can best support governments in accomplishing development and environment objectives.  The IDB’s recently approved natural capital and biodiversity mainstreaming action plan provides an excellent example of how to do this.

We are also supporting the multilateral climate and environment funds to help countries reverse nature and biodiversity loss while strengthening their economies and advancing climate action.  Treasury is glad to have helped deliver, along with Brazil and many other partners, the largest ever replenishment of the Global Environment Facility in 2022, at $5.3 billion—with a significant focus on biodiversity.  Projects range from helping Suriname develop port infrastructure while preserving its coastal and marine biodiversity to programming across the Amazon region that supports sustainable landscapes.  And we have been working with Brazil during its G20 Presidency to make sure financing through the climate funds is effectively deployed and easy to access in order to maximize the impact of our resources.

Amazonia Forever is another key initiative.  Indeed, more than 30 years after the Rio Earth Summit, I believe Amazonia Forever showcases that we are in a new moment in the fight against climate change and loss of nature and biodiversity.  Finance ministries in the region are not only embracing but are also driving the agenda.  And every country represented here has important insights to share from the work you are pursuing.  For example, Guyana and Bolivia are preparing to sell high integrity carbon credits through the LEAF Coalition.  Colombia is investing in green corridors for cities.  In Medellín this has reduced local average temperatures by up to 2 degrees Celsius, according to the city government.  Amazonia Forever is a critical platform to facilitate regional coordination and exchange on what works and what doesn’t.  We are pleased to see projects being developed, like a program to expand credit to bio-businesses in the Ecuadorian Amazon that leverages a grant from the Green Climate Fund.  And the framework you approved today is a step toward Amazonia Forever showing concrete results in facilitating investments that achieve our economic and nature and biodiversity goals. 

The IDB is also a vital partner, offering not just financing but also new tools that are embraced by the region. 

As we look ahead, we will continue acting on our shared understanding that a thriving Amazon is critical for long-term economic prosperity.  We have strong political will, sound technical work and programming, and a shared commitment to collective action that will drive progress.

Thank you, President Goldfajn, for convening this roundtable, and thank you all for joining.  I am glad that we have been able to gather this group here today to discuss how businesses can support sustainable livelihoods and conservation in the Amazon and nature and biodiversity more broadly.

There is a pressing need to halt and reverse the degradation of ecosystems and loss of biodiversity in the Amazon and globally.  I was heartened to see that the rate of deforestation in the Amazon fell by half in 2023, but there is still much work to be done. This includes maintaining this positive rate of progress while recognizing that other areas important for biodiversity in Brazil, notably the Cerrado, are not seeing the same reversals. 

This is so important because the loss of nature and biodiversity presents a significant economic threat.  Ecosystem services are vital to enabling sectors including agriculture, infrastructure, and tourism to thrive.  The loss of nature is also a key driver of climate change.  We cannot reach our climate goals without addressing deforestation.  But the need to address the loss of nature and biodiversity is also a significant economic opportunity. Conserving and restoring nature at scale can provide economic benefits for communities, businesses, and countries that far exceed the cost of conservation, with results ranging from higher agricultural output to reduced damage from disasters.

This morning, ministers from the Amazon region, President Goldfajn, and I met to affirm our commitment to protecting nature and biodiversity in the Amazon and to the IDB’s Amazonia Forever, which is helping support sustainable economic development in the region through financing, project preparation, and collaboration.  We are hopeful that this program will incentivize greater private sector investment in the region that supports nature.

There are many other opportunities for the private sector.  Increasing productivity in currently available agricultural areas can double agricultural production in Brazil without increasing deforestation, according to some estimates.  Businesses investing in their own operations and supply chains can reduce nature-related risks such as water availability.  Even the biodiversity of forests brings many potential business opportunities, as we have seen with the cosmetics and pharmaceutical industries.  And credible net-zero transition plans and investments in high-integrity carbon credits can both support nature and make economic sense.

The public sector should be enabling these opportunities.  Governments should be working to leverage domestic policy and resources to catalyze local investment, including through policies and programs in agriculture and infrastructure development.  We are doing this at home in the United States through the Inflation Reduction Act and other policies. 

We are also driving investments in emerging market and developing economies, including through the multilateral development banks and multilateral climate and environment funds.  Projects like the Amazon Bioeconomy Fund, backed by the IDB and the Green Climate Fund, help financial institutions in the region mobilize investments that support nature.  And we are also engaging with asset managers, banks, and pension funds around the world to increase their awareness of new and existing blended finance and derisking tools that can facilitate their pursuit of nature-aligned investments with a reasonable risk-to-return profile.

I understand the companies represented here today have significant ambition to support a thriving and sustainable Amazon region, providing sustainable livelihoods while restoring forests and preventing further deforestation.  I am confident that your commitment, ingenuity, and financing can make a difference.  Today, I very much look forward to hearing how you approach these issues and the opportunities you see and challenges you face as we progress toward shared climate and economic goals.

The meetings began with a review of outcomes from technical exchanges held bilaterally in June and July on central bank climate scenario testing, financial sector operational resilience, cross-border supply of financial services, and hypothetical Global Systemically Important Banks (G-SIBs) resolution. The Joint Treasury-People’s Bank of China Cooperation and Exchange on Anti-Money Laundering (AML) met in-person for the second time since U.S. Secretary of the Treasury Janet L. Yellen announced its launch in April, and discussed beneficial ownership, updates on potential revisions of China’s AML law, and other topics. Other meeting sessions included discussions on macroeconomic and financial stability, international financial institutions, cross-border payments and data, sustainable finance, and capital markets issues. U.S. officials also raised areas of disagreement during the conversations. The FWG meeting also included a roundtable of private Chinese and U.S. firms to exchange views on a range of topics related to climate financing, including transition planning and carbon markets.  

The meetings concluded with Treasury and the PBOC exchanging letters in support of coordination during times of financial stress to strengthen appropriate information sharing and reduce overall uncertainty between Treasury and the PBOC regarding crisis management and recovery and resolution frameworks. The two sides also exchanged key points of contact to make it easier to quickly coordinate in instances of financial stress or operational resilience issues. The working group will continue to meet regularly and to hold additional follow up technical exercises. 

The FWG is one of two working groups formed by Secretary Yellen and Vice Premier He Lifeng of the People’s Republic of China last September. The FWG is co-led by Brent Neiman, Assistant Secretary for International Finance at the U.S. Treasury, and Xuan Changneng, Deputy Governor of the People’s Bank of China. The FWG reports directly to Secretary Yellen and Vice Premier He, and builds on President Biden’s guidance following the Bali and Woodside Summits to deepen communications between the two countries.

WASHINGTON — Today, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) sanctioned the former President of Haiti, Michel Joseph Martelly (Martelly), pursuant to Executive Order (E.O.) 14059 of December 15, 2021, “Imposing Sanctions on Foreign Persons Involved in the Global Illicit Drug Trade.”

“Today’s action against Martelly emphasizes the significant and destabilizing role he and other corrupt political elites have played in perpetuating the ongoing crisis in Haiti,” said Acting Under Secretary for Terrorism and Financial Intelligence Bradley T. Smith. “The United States, along with our international partners, is committed to disrupting those who facilitate the drug trafficking, corruption, and other illicit activities fueling the horrific gang violence and political instability.”

The existence of widespread gang activity and human rights abuses in Haiti creates a permissive environment for drug trafficking activities, and the country is a transit point for illicit drugs entering the United States. Many of Haiti’s political and business elites have long been involved in drug trafficking and have been linked to the gangs responsible for the violence that has destabilized Haiti. The United States is committed to promoting accountability and charting a more prosperous, democratic, and secure future for all Haitians.

Martelly abused his influence to facilitate the trafficking of dangerous drugs, including cocaine, destined for the United States. Additionally, Martelly engaged in the laundering of illicit drug proceeds, worked with Haitian drug traffickers, and sponsored multiple Haiti-based gangs. Martelly was previously sanctioned by the Government of Canada on November 17, 2022.

Martelly was sanctioned today pursuant to E.O. 14059 for having engaged in, or having attempted to engage in, activities or transactions that have materially contributed to, or pose a significant risk of materially contributing to, the international proliferation of illicit drugs or their means of production. Today’s sanctions action imposes several prohibitions related to Martelly, and OFAC has added Martelly to the Non-SDN Menu-Based Sanctions List (NS-MBS List).

OFAC coordinated closely with the Drug Enforcement Administration on this sanctions action.

SANCTIONS IMPLICATIONS

As a result of this action, OFAC is imposing the following prohibitions described in section 2 of E.O. 14059: (1) U.S. financial institutions are prohibited from making loans or providing credit to Martelly; (2) Any transactions in foreign exchange that are subject to the jurisdiction of the United States and in which Martelly has any interest are prohibited; and (3) U.S. persons are prohibited from investing in or purchasing significant amounts of equity or debt instruments of Martelly. 

U.S. persons may face civil or criminal penalties for violations of E.O. 14059. Non-U.S. persons are also prohibited from causing or conspiring to cause U.S. persons to wittingly or unwittingly violate U.S. sanctions, as well as engaging in conduct that evades U.S. sanctions. OFAC’s Economic Sanctions Enforcement Guidelines provide more information regarding OFAC’s enforcement of U.S. sanctions, including the factors that OFAC generally considers when determining an appropriate response to an apparent violation.

The power and integrity of OFAC sanctions derive not only from OFAC’s ability to sanction persons, but also from its willingness to remove sanctions consistent with the law. The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior. More than 600,000 Wisconsinites Eligible to Use Free Tax Filing Tool Next Year Made Possible by President Biden’s Inflation Reduction Act

WASHINGTON – Today, the U.S. Department of the Treasury and Internal Revenue Service (IRS) announced that Wisconsin is the next state to join IRS Direct File for Filing Season 2025. IRS Direct File was made possible by President Biden’s Inflation Reduction Act, which provided new resources for the IRS to improve customer service and ensure taxpayers claim the benefits and deductions for which they are eligible.

Following a successful Pilot Program in 12 states that saw 140,000 taxpayers claim more than $90 million in refunds and save an estimated $5.6 million in filing costs using the new free online filing tool, Treasury and the IRS announced the expansion of Direct File as a permanent offering. Treasury and the IRS have been working with interested states to offer Direct File to their taxpayers with Wisconsin becoming the latest new state to join the 12 pilot states, following Oregon, New Jersey, Pennsylvania, New Mexico, Connecticut, and North Carolina. More than 600,000 Wisconsinites will be eligible to use the free online tax filing tool this coming Filing Season.

“Thanks to President Biden’s Inflation Reduction Act, more than 600,000 Wisconsin taxpayers will be able to file their taxes online for free, directly with the IRS this coming Filing Season. Direct File will save Wisconsinites time and money and help ensure they receive the tax benefits they are owed,” said U.S. Secretary of the Treasury Janet L. Yellen. “After a successful pilot this Filing Season, we are pleased to expand the program as a permanent offering and welcome Wisconsin as the latest new state to offer this free option to taxpayers.”

“Filing your taxes should be easy and free, but right now the system is rigged to line the pockets of giant third-party tax-prep companies, and Wisconsinites are left wasting hours and hundreds of dollars each year,” said Senator Tammy Baldwin. “I voted for the Inflation Reduction Act to put money back into the pockets of hardworking families, not pad the profits of these big third-party companies that charge exorbitant junk fees. I’m thrilled to be working with Gov. Evers so Wisconsinites can save time and money by filing their taxes directly with the IRS.”

The Treasury Department’s goal in the coming years is to expand the reach and tax scope of Direct File to provide an option for working-and middle-class taxpayers nationwide. Direct File is central to the Biden-Harris Administration’s efforts to deliver modern, world-class customer service using Inflation Reduction Act resources. Direct File also advances a goal of the IRS’s Strategic Operation Plan (SOP) to ensure that taxpayers receive tax credits that they are eligible for, including the Child Tax Credit and Earned Income Tax Credit. The IRS will continue to improve the product over time and ensure that it remains free, secure, and easy to use.

BACKGROUND ON THE DIRECT FILE PILOT PROGRAM

The average American spends $270 and 13 hours filing their taxes. (Taxpayer Burden Survey) President Biden’s Inflation Reduction Act required the IRS to study the potential for an IRS-run Direct e-File System that would allow taxpayers to file taxes for free, directly with the IRS. After reviewing the report, which showed strong taxpayer interest in a free IRS filing option, the Treasury Department initiated a pilot of IRS Direct File during the 2024 Filing Season.

In Filing Season 2024, Direct File was available to taxpayers with simple tax situations in 12 states. The Pilot exceeded expectations with more than 140,000 Americans successfully filing in the five weeks the program was widely available following extensive product testing. These filers claimed more than $90 million in refunds and saved an estimated $5.6 million in tax preparation fees on their federal returns alone.

Direct File users also reported a high degree of satisfaction and quick answers to their filing questions. In a GSA Touchpoints survey of more than 11,000 Direct File users, 90 percent of respondents ranked their experience with Direct File as “Excellent” or “Above Average.” A majority of survey respondents who filed taxes in the prior year reported having to pay to prepare their taxes last year. Among survey respondents, 47 percent of users paid to file their taxes last year and 16 percent did not file last year at all. 

In Treasury and IRS engagements with Direct File users, taxpayers relayed that Direct File was straightforward to use, and they valued features that allowed them to learn more about different tax situations, credits, and deductions. Taxpayers emphasized their appreciation for the fact that Direct File is always free and there are no hidden fees or attempts to upsell users as they moved through the filing process. Taxpayers also shared that filing directly with the IRS gave them confidence and that they were able to quickly fix mistakes and get their taxes filed accurately.

One day ahead of Ukrainian Independence Day, Treasury continues implementation of G7 sanctions commitments in support of Ukraine

WASHINGTON — Building on the sanctions already imposed on Russia in response to its continued war of aggression against Ukraine, today the U.S. Department of the Treasury and the Department of State targeted nearly 400 individuals and entities both in Russia and outside its borders—including in Asia, Europe, and the Middle East—whose products and services enable Russia to sustain its war effort and evade sanctions. The United States government will continue to support Ukraine as it defends its independence and hold Russia accountable for its aggression.

“Russia has turned its economy into a tool in service of the Kremlin’s military industrial complex. Treasury’s actions today continue to implement the commitments made by President Biden and his G7 counterparts to disrupt Russia’s military-industrial base supply chains and payment channels,” said Deputy Secretary of the Treasury Wally Adeyemo. “Companies, financial institutions, and governments around the world need to ensure they are not supporting Russia’s military-industrial supply chains.”

Treasury is targeting numerous transnational networks, including those involved in procuring ammunition and military materiel for Russia, facilitating sanctions evasion for Russian oligarchs through offshore trust and corporate formation services, evading sanctions imposed on Russia’s cyber actors, laundering gold for a sanctioned Russian gold company, and supporting Russia’s military-industrial base by procuring sensitive and critical items such as advanced machine tools and electronic components. Today’s sanctions further limit Russia’s future revenue from metals and mining. Treasury is also targeting Russian financial technology companies that provide necessary software and IT solutions for Russia’s financial sector.

Treasury is aware of Russian efforts to facilitate sanctions evasion by opening new overseas branches and subsidiaries of Russian financial institutions. Foreign regulators and financial institutions should be cautious about any dealings with overseas branches or subsidiaries of Russian financial institutions, including efforts to open new branches or subsidiaries of Russian financial institutions that are not themselves sanctioned.Treasury has a range of tools available to respond to the establishment of new evasion channels.

The State Department is targeting entities and individuals involved in Russia’s future energy, metals, and mining production and exports; sanctions evasion; Russia’s military-industrial base, including armed unmanned aerial vehicle (UAV) production, Belarusian support for Russia’s war effort, and air logistics entities; additional subsidiaries of State Atomic Energy Corporation Rosatom; and malign actors involved in the attempted, forcible “re-education” of Ukraine’s children.

SANCTIONS EVASION, CIRCUMVENTION, AND BACKFILL

Consistent with commitments made by President Biden and G7 leaders, Treasury continues to target transnational networks that supply Russia with military materiel and sensitive dual-use goods like those included in the multilateral Common High Priority List, jointly developed by the United States, European Union, Japan, and the United Kingdom. Treasury is also targeting multiple networks that facilitate or enable illicit financial schemes and sanctions evasion on behalf of Russian revenue generators and oligarchs. Many of today’s designations were enabled or informed by extensive coordination with Treasury’s Financial Crimes Enforcement Network (FinCEN). Today’s action targets almost a dozen distinct networks, designating more than 100 individuals and entities across 16 jurisdictions, including the People’s Republic of China, Switzerland, Türkiye, and the United Arab Emirates.

RUSSIA’S TECHNOLOGICAL BASE

Today, Treasury is targeting more than 60 Russia-based technology and defense companies that are critical for the sustainment and development of Russia’s defense industry, including entities involved in weapons development and modernization, automation and robotics, development and acquisition of dual-use electronics, digital surveillance, Internet of Things, and artificial intelligence. These sanctions target Russia’s defense industry while protecting the access by Russian citizens to crucial telecommunications and other digital technology.

LIMITING RUSSIA’S STRATEGIC METALS AND MINING SECTOR

Guided by commitments made by President Biden and G7 leaders to reduce Russia’s revenues from metals, today Treasury is targeting entities involved in Russia’s metals and mining sector, including steel, iron, and coal mining firms and auxiliary firms that provide specialized services to Russian metals and mining companies.

RUSSIAN FINANCIAL TECHNOLOGY

Today, OFAC is targeting Russian financial technology companies as a part of implementing G7 commitments to curtail Russia’s use of and access to the international financial system to further its war against Ukraine.

Atol is a Russian technology developer involved in services related to payments.

Centre of Financial Technologies Group (CFT)is one of the largest software companies in the Russian market. CFT provides an array of software products for banking and payment solutions for the Russian financial market.

Diasoft Ltd (Diasoft) is one of Russia’s largest developers and suppliers of information technology (IT) solutions for the financial sector.

Atol, CFT, and Diasoft were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy.

ANNEX 1: SANCTIONS EVASION, CIRCUMVENTION, AND BACKFILL

Ammunition Procurement Network

Italian national Giulio Sfoglietti (Sfoglietti) has been involved in a procurement network involving a Türkiye facilitator to purchase more than $150 million worth of military equipment, ammunition, and ordnance for the Russian military from potential suppliers in Africa, Asia, the Caucasus, Central Asia, and Iran. Türkiye national Hayri Tahirbeyoglu (Tahirbeyoglu) is the Chairman of the Board of Directors of Türkiye-based ammunition, weapons, and military materiel company Taha Savunma Sanayi Ve Ticaret Anonim Sirketi (Taha Savunma) and has worked with Sfoglietti on the procurement of ammunition and weapons for likely Russian end-use. Sfoglietti has also worked to procure microelectronics and chips for Russia-based end-users.

Sfoglietti associate Russian national Marat Khanbalevich Gabitov (Gabitov) has worked with an employee of U.S.-designated Russian defense conglomerate State Corporation Rostec to procure microelectronics related to radio frequency (RF) equipment. Gabitov has also worked to procure microelectronics, unmanned aerial vehicles (UAVs), and other machinery and equipment for Russia-based end-users.

Sfoglietti was designated pursuant to E.O. 14024 for operating or having operated in the defense and related materiel and technology sectors of the Russian Federation economy. Tahirbeyoglu and Taha Savunma were designated pursuant to E.O. 14024 for operating or having operated in the defense and related materiel sector of the Russian Federation economy. Gabitov was designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy.

Promtekh Supply Chain

U.S.-designated Russia-based Aktsionernoe Obshchestvo Promyshlennye Tekhnologii (Promtekh) has used a network of companies located in Türkiye, France, and Hong Kong to send high priority goods to Promtekh’s subsidiaries. Russia-based Aspectriym Limited Trade Development (Aspectriym) is a subsidiary of Promtekh and is a defense procurement firm involved in the wholesale of electronic equipment and parts.

France-based Industrial Technologies Group France (ITGF) is a sister firm of U.S.-designated Promtechcomplekt JSC, a subsidiary of Promtekh, and has worked with Aspectriym to procure foreign- and U.S.-made electronic components. Hong Kong-based Interasia Trading Group Limited (Interasia Trading) is the sole owner of ITGF. Russian national Igor Aleksandrovich Reutov (Reutov) is the Executive Director of ITGF. Reutov is also the owner of Estonia-based Free Sky Solutions OU (Free Sky) and the Managing Partner of France-based Aerialia. Aerialia was established in January 2024.

ITGF also created a Türkiye-based firm, Enutek Makina Sanayi ve Ticaret Limited Sirketi (Enutek). Enutek has made hundreds of shipments of technology, including high priority dual-use technology such as electronic integrated circuits and ceramic capacitors, to U.S.-designated Promtekh subsidiaries, including Promtech Ulyanovsk, Dubna Switching Equipment Plant, and Promtech Irkutsk. Enutek was established in December 2022.

Other foreign suppliers to Promtekh subsidiaries include:

• Türkiye-based Confienza Gida Pazarlama ve Ticaret Anonim Sirketi (Confienza) has sent over 200 shipments to Aspectriym, with shipments including high priority dual-use technology.
• Hong Kong-based Grun Group Co Limited (Grun Group) has sent shipments totaling over $3 million to U.S.-designated subsidiaries of Promtekh, including shipments with high priority dual-use technology.
• Hong Kong-based Hong Kong Yayang Trading Limited (Yayang Trading) has sent shipments totaling over $9 million to U.S.-designated Promtekh subsidiaries Dubna Switching Equipment Plant and Aspectriym, with shipments including high priority dual-use technology.
• Hong Kong-based Kira International Trade Co Limited (Kira International) is a partner of Aspectriym. Kira International has sent shipments totaling over $1.5 million to Aspectriym, with shipments including high priority dual-use technology.
• Hong Kong-based Most Development Limited (Most Development) has sent shipments totaling over $1 million to Aspectriym, with shipments including high priority dual-use technology.
• Hong Kong-based New Wally Target International Trade Co Limited (New Wally Target) has sent over $4 million worth of shipments to Aspectriym, with shipments including high priority dual-use technology.

Aspectriym, ITGF, Enutek, Interasia Trading, Reutov, Confienza, Grun Group, Yayang Trading, Kira International, Most Development, and New Wally Target were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy. Free Sky and Aerialia were designated pursuant to E.O. 14024 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Reutov.

Sanctions Evasion Through Switzerland and Liechtenstein Trust and Corporate Services Providers

Swiss national Anton Daniel Wyss (Wyss) is a major enabler of Russian cash flow in Switzerland and Liechtenstein and has used his Liechtenstein-based trust and corporate services provider (TCSP) Audax Consulting Trust Establishment (Audax) to obfuscate Russian beneficial ownership and investments into foreign ventures. Through their co-owned Liechtenstein-based company One Asset Management AG (One Asset), Wyss and his Austrian national associate Alexander Franz Josef Lins (Lins) provide asset management and reallocation services to sanctioned Russian nationals. Lins uses his own TCSP, Liechtenstein-based LMG Lighthouse Trust Reg (LMG), to facilitate sanctions evasion schemes for Russian clients. Audax, One Asset, and LMG are all located at the same address, and both Audax and LMG advertise their services in Russian-language brochures. Austrian national Stefan Anton Wolf (Wolf) is a director of Audax.

Wyss, Audax, LMG, and Lins were designated pursuant to E.O. 14024 for operating or having operated in the trust and corporate formation services sector of the Russian Federation economy. Wolf was designated pursuant to E.O. 14024 for being or having been a leader, official, senior executive officer, or member of the board of directors of Audax. One Asset was designated pursuant to E.O. 14024 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Wyss and Lins.

PRC-based Suppliers to Russia’s Military-Industrial Base

The following entities were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy:

• Hong Kong-based machinery distributor Smart Kit Technology Limited (Smart Kit) has shipped high priority items, including chip-making machinery, to Russian companies including Inzhiniring Grupp OOO (Inzhiniring Grupp). Inzhiniring Grupp imports industrial machinery and equipment into Russia and has supplied manufacturing equipment to Russian government-owned labs.
• Hong Kong-based Siliborn Technology Limited (Siliborn) is an electronic component distributor that has shipped high priority items, including electronic integrated circuits, to Russian companies, including U.S.-designated electronics company Staut Company Limited.
• Hong Kong and PRC-based YLH Electronics HK Co Limited has supplied high-priority goods, including electronic integrated circuits, to Russian company Zakrytoe Aktsionernoe Obshchestvo Nauchno Vnedrencheskoe Predpriyatie Bolid, a Russian manufacturer of sensors and security equipment.
• Hong Kong-based Hongkong Chip Line International Co has supplied high priority goods, including electronic integrated circuits, to U.S.-designated Russian microelectronics manufacturer Matriks Elektronika and Russian technology company Maveriks, another importer of high priority goods.
• Hong Kong-based Hengye Tech Limited has supplied high priority goods, including electronic integrated circuits, to Russian electronic components manufacturer Elektroradiokomponenty Severo Zapad.
• Hong Kong-based LL Electronic Limited has shipped electronic integrated circuits and multilayer ceramic capacitors to U.S.-designated Russian electronic component importer Limited Liability Company Kvazar.
• Hong Kong-based Allchips Limited has supplied high priority goods, including electronic integrated circuits, to Limited Liability Company Micropribor, a Russian wholesaler of electronic equipment.
• Hong Kong-based Fepood Electronics HK Co Limited has shipped electronic integrated circuits and multilayer ceramic capacitors to U.S.-designated Russian electronic components supplier LLC Spetselservis.
• Hong Kong-based Xin Quan Electronics Co Limited has made thousands of shipments of high priority goods, including electronic integrated circuits, to Russian company Snabinter, a Russian wholesaler of electronic equipment.
• PRC-based Jinhua Hairun Power Technology Co Ltd produces cutting machines, carburetors, and pistons and has made hundreds of shipments to Russia, including engine parts, transmissions, and gear components.
• Hong Kong-based Ace Era Co Limited (Ace Era) has shipped electronic integrated circuits, multilayer ceramic capacitors, and tantalum capacitors to U.S.-designated Russian electronic equipment wholesaler Streloi Ekommerts. Ace Era has sent over $3 million worth of shipments to Streloi Ekommerts.
• Hong Kong-based Shenzhen Royo Technology Co Limited and PRC-based Qingdao Hehuixin International Trade Co Ltd have shipped technologies to U.S.-designated Russian defense company Limited Liability Company Drake, which is contracted to receive UAV parts, components, and materials from Iran for use in Iranian-designed, Russian-manufactured UAVs.
• Hong Kong-based HK Cinty Co Limited (HK Cinty) has shipped electronic integrated circuits, multilayer ceramic capacitors, and electrical parts of machinery to Russia-based end-users. HK Cinty has sent over $2 million worth of goods to Russia-based end-users, with shipments including high priority goods. HK Cinty was established in July 2022.
• PRC-based Foshan Golden Age Motor Technology Co., Ltd. supplies technology, including electric drives and servo motors, to Russia-based Limited Liability Company Mekhatronika, a computer numerical control technology developer and importer of integrated circuits.
• Hong Kong-based Asia Material Solutions Company Limited (Asia Material) has shipped electronic integrated circuits to Russia-based end-users. Asia Material has sent shipments worth just under $1,000,000 to Russia-based end users. Asia Material has been identified as a cover company for Russian intelligence.

Fighter Jet Supply Network

Russia-based Exiton has imported foreign electronic components into Russia and supplies U.S.-designated Russian company Joint Stock Company Experimental Design Bureau named after A.S. Yakovlev, a manufacturer involved in the production of Sukhoi fighter jets. Russia-based Limited Liability Company Eksiton (Eksiton) imports high priority goods, including electronic integrated circuits. Hungary-based Matrix Metal Group Korlatolt Felelossegu Tarsasag Felszamolas Alatt (Matrix Metal) has supplied high priority goods, including electronic integrated circuits, to Eksiton. Additionally, Russia-based military contractor and developer of anti-aircraft systems Aktsionernoe Obshchestvo Displei Komponent (Displei Komponent) has received regular shipments of electronic components from both Matrix Metal and Cyprus-based Noratec Holdings Ltd.

Exiton, Eksiton, Matrix Metal, Displei Komponent, and Noratec Holdings Ltd were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy.

Alexandre Orloff

Swiss-Russian national Alexandre Orloff (Orloff) has been working with a Russian government covert procurement network for years to acquire high-value, foreign-made semiconductor-related equipment and technology for Russian military end-users. Orloff has also been part of a scheme to acquire specialized thermal cameras for a Russian end-user.

Orloff owns and is the director and secretary of an eponymous United Kingdom-based company, Alexandre Orloff Ltd (AO Ltd). AO Ltd, in turn, owns Hong Kong-based Zvigeni Technological Systems Limited (Zvigeni) and Dougong Trading Hong Kong Limited (Dougong) and Canada-based 9105 2829 Quebec Inc. Orloff is also the founder and CEO of UAE-based Digital Marketing Awards FZ LLC (DMA).

PRC-based Shanghai Techinital Materials Co Ltd (Shanghai Techinital), a producer of components for semiconductor manufacturing equipment, has made dozens of shipments to U.S.-designated Joint Stock Company Scan (JSC Scan), including of high priority dual-use technology such as signal generators and oscilloscopes. JSC Scan designs microelectronics and has its own center for designing integrated circuits. Shanghai Techinital has open contracts to provide JSC Scan with technology, despite the latter’s designation. In 2023 alone, Zvigeni transmitted more than $1.5 million to Shanghai Techinital.

Orloff and Shanghai Techinital were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy. AO Ltd, Zvigeni, Dougong, 9105 2829 Quebec Inc, and DMA were designated pursuant to E.O. 14024 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Orloff.

Russian Evasion of Cyber Sanctions

In June 2018, the Department of the Treasury sanctioned a network of entities working at the behest of the Russian Federation and its military and intelligence units to increase Russia’s malicious cyber capabilities. Since that time, individuals associated with those entities, including Ilya Medvedovsky (Medvedovsky), Dmitriy Evdokimov (Evdokimov), Yevgeniya Klimina (Klimina), Dmitriy Chastuhin (Chastuhin), Taranjeet Kambo (Kambo), and Gleb Cherbov (Cherbov) have established, developed, and supported a complex network of technology companies to continue their work unimpeded. The front companies set up by these individuals, at times registered in the names of family members, operate primarily in the technology sector of the Russian Federation economy, with efforts being taken by individuals such as Chastuhin and Klimina, to establish a technology presence outside of Russia. Included in these companies is OOO Soft Plyus, a Russia-based firm that sells cyber security software and is formerly known as OOO Hexway, for whom Chastuhin has claimed to be the founder and CEO; Cloudrun LLC, a Russia-based company founded by Evdokimov that develops computer software; Didzhital Komplaens, OOO and Kiber Servis, OOO, both of which offer cyber security services and were founded by an individual believed to be related to Medvedovksy; Didzhital Sekyuriti Servisis, OOO; and Machine Learning Labs S.R.O., founded and owned by Klimina. Medvedovsky, alongside Chastuhin, Cherbov, and Klimina, have been involved in decision making related to the operation of Soft Plyus and other related companies, whereas Kambo and Cherbov have worked together to service customers of Soft Plyus.

Medvedovsky, Klimina, OOO Soft Plyus, Cloudrun LLC, Didzhital Komplaens, OOO, Didzhital Sekyuriti Servisis, OOO, and Kiber Servis, OOO, were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy. Chastuhin was designated pursuant to E.O. 14024 for being or having been a leader, official, senior executive officer, or member of the board of directors of OOO Soft Plyus. Evdokimov was designated pursuant to E.O. 14024 for being or having been a leader, official, senior executive officer, or member of the board of directors of Cloudrun LLC. Cherbov and Kambo were designated pursuant to E.O. 14024 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, OOO Soft Plyus. Machine Learning Labs S.R.O. was designated pursuant to E.O. 14024 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Klimina.

Alikhanov Machine Tool Procurement

Italy-based machine tool manufacturer Fagima Fresatrici SPA (Fagima) has worked closely with U.S.-designated Russian procurement agent Dmitrii Vladimirovich Alikhanov (Alikhanov) to facilitate the shipment of Fagima-produced machines through various third-country intermediary companies for Russian defense end-users. Fagima’s owner and CEO Massimo Falchini (Falchini) and Fagima marketing executive Fulvio Salvadori (Salvadori) have helped fulfill orders for Alikhanov’s network and evade sanctions, including after Alikhanov’s designation in June 2024.

Fagima, Falchini, and Salvadori were designated pursuant to E.O. 14024 for operating or having operated in the manufacturing sector of the Russian Federation economy.

Illicit Russian Gold Trade

UAE-based, UK-sanctioned Paloma Precious DMCC (Paloma Precious) is a precious metals trading firm that has helped move Russian gold abroad. Paloma Precious and U.S.-designated Taube Precious HK Limited played a key role in numerous illicit Russian gold trading and laundering schemes, including with U.S.-designated Andrey Dmitriyevich Sudakov (Sudakov). Sudakov, an employee of U.S.-designated Russian gold producer Public Joint Stock Company Polyus, and his Hong Kong-based associate Mu Xiaolu (Mu), engaged in a complex, multi-layered laundering scheme whereby payments from the sale of Russian-origin gold were converted into fiat currency and cryptocurrencies through numerous UAE and Hong Kong-based front companies.

UAE-based Russian national Vladislav Faridovich Guzey (Guzey) has worked closely with Sudakov and Mu to launder proceeds of Russian-origin gold through UAE- and Hong-Kong based entities. As part of their effort to move Russia-origin gold, Sudakov and Mu utilized UAE-based front companies Shams Gold Trading FZE (Shams) and Swiss Luxury FZE (Swiss Luxury), and Hong Kong-based front companies Universal Gold Hong Kong Limited (Universal Gold) and Bright Universe International Limited (Bright Universe).

UAE-based Trio Jewells LLC (Trio) has made dozens of shipments of precious metal ingots to and from a Russia-based precious metals producer and processor.

Paloma Precious, Guzey, Shams, Swiss Luxury, Universal Gold, Bright Universe, and Trio were designated pursuant to E.O. 14024 for operating or having operated in the metals and mining sector of the Russian Federation economy.

Petrov Covert Procurement

Türkiye-based Whitestone Bilism Tic Ve Sanayi Ltd Sti (Whitestone) is owned by U.S.-designatedEvgenii Stanislavich Petrov (Petrov) and has been used by Petrov to process payments for Petrov’s procurement activity for Russian end-users linked to Russia’s intelligence services. Petrov has acted as a covert procurement intermediary and has worked to obtain export-controlled foreign-made products on behalf of Russian-end-users. Whitestone was established in October 2023. Treasury also previously designated Türkiye-based MSO Lojistik Tic Ve Sanayi Ltd Sti for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Petrov.

Whitestone was designated for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Petrov, a person whose property and interest in property are blocked pursuant to E.O. 14024.

Dalkos

Russia-based machinery and spare parts provider Dalkos Co Ltd (Dalkos) has orchestrated a transnational sanctions evasion scheme to deceive foreign machinery manufacturers into inadvertently sending machine tools into Russia via third countries. Dalkos customers include Russian companies that produce drones, tanks, and air defense units. Dalkos co-owners Konstantin Svyatoslavovich Kalinov (Kalinov)and Aleksandr Aleksandrovich Pushkov (Pushkov) also own Estonia-based SPE OU, which Dalkos has used to acquire millions of dollars of goods.

Dalkos, Kalinov, and Pushkov were designated pursuant to E.O. 14024 for operating or having operated in the manufacturing sector of the Russian Federation economy. SPE OU was designated pursuant to E.O. 14024 for being owned or controlled by, or having acted or purported to act for or on behalf of, directly or indirectly, Kalinov and Pushkov.

Türkiye-based Manufacturing Equipment Suppliers

Türkiye-based Hidropark Hidrolik Pnomatik San Ve Tic Ltd Sti (Hidropark) sells hydraulic and pneumatic equipment and has supplied computer numerical control (CNC) machine tools and machining centers to Russian end-users. Hidropark has sent shipments totaling over $800,000 to Russia-based end-users, which is more than its reported annual revenue.

Turkiye-based Feva Dis Ticaret Limited Sirketi (Feva) has supplied CNC machine tools to Russian end-users. Feva has sent over 500 shipments to Russia-based end-users, with shipments including manufacturing equipment. U.S.-designated Russian firm Limited Liability Company AK Microtech sought to evade sanctions by purchasing goods through Feva. Feva was established in April 2022.

Hidropark and Feva were designated pursuant to E.O. 14024 for operating or having operated in the manufacturing sector of the Russian Federation economy.

Technopole Procurement Network

On December 22, 2022, the U.S. Department of State designated Technopole Company (Technopole) and the P.P. Shirshov Institute of Oceanology of the Russian Academy of Sciences (Shirshov Institute) pursuant to E.O. 14024 for operating or having operated in the marine sector of the Russian Federation economy. Technopole produces a navigation system for the use of Russian military vessels and provides equipment for a variety of ocean exploration, oceanology, oceanography, and hydrography activities, among others. The Shirshov Institute is the largest Russian oceanology research center. The Shirshov Institute also develops remotely operated and autonomous robotic tools that support the surface and submarine forces of the Russian navy and other Russian government agencies. Russian national Alexander Petrovich Voronkov (Voronkov) has been the Director of Technopole since 2007 and is the 100 percent owner of the company. Russian national Viktor Georgiyevich Spiridonov (Spiridonov) is the Deputy Director of Technopole and is actively involved in Russian procurement of western-origin equipment.

Idronaut S.R.L. (Idronaut) is one of Technopole’s foreign partners and facilitates the procurement and sale of equipment, on behalf of Technopole and other Russian military end users, including the Shirshov Institute. Flavio Graziottin (Graziottin) owns Idronaut and has worked to circumvent U.S. and European Union sanctions through Idronaut to acquire equipment for Technopole.

Idronaut and PRC-based company Shanghai Oceanen Environmental Science and Technology Co. (Shanghai Oceanen) have worked to circumvent sanctions on Technopole and have procured equipment on Technopole's behalf. Shanghai Oceanen is the distributor for Idronaut in the PRC and has acted as a middleman to ship Idronaut’s equipment to Technopole and the Shirshov Institute. Shanghai Oceanen has historically assisted Technopole in procuring dual-use equipment for Russian end users. In early 2023, Shanghai Oceanen sent a shipment to Technopole containing surveying equipment, including hydrographic, oceanographic, hydrological, meteorological, or geophysical instruments and appliances. PRC national Liu Yang is the Technical Director for Shanghai Oceanen and uses the company to facilitate the procurement of foreign equipment.

Russia-based Technomar offers advanced measurement oceanographic and hydrographic equipment in the fields of oceanography and hydrology from the world's leading manufacturers.

Voronkov and Spiridonov were designated pursuant to E.O. 14024 for having acted or purported to act for or on behalf of, directly or indirectly, Technopole. Idronaut was designated pursuant to E.O.14024 for having materially assisted, sponsored, or provided financial, material, technological or other support for, or goods or services in support of, Technopole and the Shirshov Institute. Graziottin was designated pursuant to E.O. 14024 for having acted or purported to act for or on behalf of, directly or indirectly, Idronaut. Shanghai Oceanen was designated pursuant to E.O. 14024 for having materially assisted, sponsored, or provided financial, material, technological or other support for, or goods or services in support of, Technopole. Liu Yang was designated pursuant to E.O.14024 for having acted or purported to act for or on behalf of, directly or indirectly, Shanghai Oceanen. Technomar was designated pursuant to E.O. 14024 for operating or having operated in the marine sector of the Russian Federation economy.

ANNEX 2: RUSSIA’S DOMESTIC WAR ECONOMY

The following Russia-based persons were designated pursuant to E.O. 14024 for operating or having operated in the defense and related materiel sector of the Russian Federation economy:

• 46th Central Research and Development Institute of the Ministry of Defense (46th CRDI) is a Russian Ministry of Defense (MoD) research organization that develops systems to modernize Russia’s weapons. The 46th CRDI also studies electronic warfare and military applications of artificial intelligence.
• Federal State Governmental Institution 4 Central Research Institute of the Ministry of Defense of the Russian Federation (4CRI) is a Russian entity involved in the development and implementation of dual-use technologies in the creation of new types of weapons. 4CRI provides scientific and technical support for missile systems.
• Federal State Governmental Institution 27 Central Research Institute of the Ministry of Defense of the Russian Federation is a Russian MoD scientific research institute thatconducts military scientific research, provides military scientific support for the creation of automated systems and complexes, and creates samples of military equipment.
• Joint Stock Company KT – Unmanned Systems (KT – Unmanned Systems) cooperates with the Russian MoD and U.S.-designated Federal Security Service (FSB). KT – Unmanned Systems supports software used for Russian weapons development.
• Joint Stock Company Special Design Bureau of the Russian Ministry of Defense develops unmanned robotic combat vehicles.
• Obshchestvo S Ogranichennoi Otvetstvennostyu Konstruktorskoe Byuro Vostok is the developer of the Scalpel UAV, which is used by Russian forces in Ukraine such as the Vostok Battalion. The Scalpel UAV is a one-way-attack platform that can be equipped with a payload weighing up to five kilograms.
• Prikladnye Tekhnologii has indicated a willingness to procure Chinese-origin engines with cruise missile applications for the Russian weapons sector.
• Tekhekspertiza AO has worked with the Russian weapons sector to arrange the purchase of engines with cruise missile applications.
• TRV Engineering JSC is the official authorized procurement agent for Russia’s U.S.-designated Tactical Missiles Corporation (KTRV) and its subordinate companies. TRV Engineering JSC receives a commission for goods supplied, work performed, and services provided to KTRV, its subordinates, and other members of Russia’s defense industrial base. TRV Engineering JSC has been directly involved with supplying products and services in support of Russian state defense orders, including providing machine tools to KTRV subordinates such as U.S.-designated State Machine-Building Design Bureau Raduga. TRV Engineering JSC’s General Director Mikhail Vladimirovich Kolesnikov was directly involved with fulfilling TRV Engineering JSC’s state defense orders and other procurements in the interest of companies in the Russian defense industrial base.

Russia-based electronic parts wholesaler LLC Semicor is a subsidiary of U.S.-designated LLC Laser Components (Laser Components). LLC Semicor has offered to supply engines on behalf of LLC Laser Components in support of Russian cruise missile development. LLC Semicor was designated pursuant to E.O. 14024 for having materially assisted, sponsored, or provided material, financial, or technological support for, or goods or services to or in support of, Laser Components.

The following Russia-based persons were designated pursuant to E.O. 14024 for operating or having operated in the technology sector of the Russian Federation economy:

• Aktsionernoe Obshchestvo Korporatsiya Galaktika develops digitalization platforms, including for U.S.-designated Russian defense giants Rostec and Uralvagonzavod.
• Aktsionernoe Obshchestvo Opytnoe Konstruktorskoe Byuro Eksiton is involved in experimental design work and research with the Russian MoD, including related to the assembly of microcircuits.
• Aktsionernoe Obshchestvo Zavod Rekond specializes in the production of electronic components, microcircuits, and semiconductor devices, particularly sensitive dual-use devices such as ceramic and tantalum capacitors.
• AO NPP SAIT (Sait), a producer of technology such as memory units, has received Russian state funding and is involved in the manufacture of computers and peripheral equipment. Sait works with U.S.-designated Russian defense entity Federal State Institution of Higher Vocational Education Moscow Institute of Physics and Technology, which has been recognized by the Russian MoD for developing technologies in the interest of Russia’s military.
• Autonomous Non Profit Organization Artificial Intelligence Research Institute conducts research in the field of artificial intelligence and has developed neural networks related to unmanned vehicles.
• Elprom Limited Liability Company supplies microcircuits and other electronic components, including to a Russian UAV producer.
• Federal State Budgetary Institution Technological Institution for Superhard and Novel Carbon Materials develops advanced manufacturing technologies and high-tech components used by several U.S.-designated Russian defense entities.
• Federal State Institution Federal Research Center Informatics and Management of the Russian Academy of Sciences (FRC CSC RAS) conducts research and development in the fields of computer science, informational technology, and systems analysis. A FRC CSC RAS researcher has developed mathematical modeling technology for analyzing financial flows for Russia’s military-industrial base.
• FGUP PO Oktyabr, one of the largest radio-electronics companies in Russia,produces radar systems.
• Joint Stock Company 31 State Design Institute for Special Construction (31 State Design Institute)designs complex antenna systems, radio equipment, radio electronic equipment, and facilities with network computer control systems, information security systems, and intrusion protection and detection systems. 31 State Design Institutehas built central and command posts for the Russian MoD.
• Joint Stock Company Akmetron (Akmetron) develops and produces electronics and specialized software. Akmetron has procured dual-use technology for a Russian UAV producer.
• Joint Stock Company Aerocon develops manufacturing, design, and engineering software and aeronautic systems for fighter aircraft and designs UAVs.
• Joint Stock Company Research and Production Center NII Microdevices, a resident of U.S.-designated Joint Stock Company Special Economic Zone Technopolis Moscow,specializes in the development and production of light-technology products based on light-emitting diodes for nautical technology.

• Limited Liability Company Dronoport, using the trade name “HIVE,” develops autonomous drone solutions for monitoring and has developed a neural network to analyze input data, including thermal imagery and special indicators.

• Limited Liability Company KB Rus manufactures electronic components and has created a drone helicopter that is planned for use by Russia’s military.
• Limited Liability Company NPK Tesart develops and manufactures technology, including radio-measurement systems, and its products are advertised on the website of U.S.-designated Scientific Equipment Group of Companies, a Russian company that provides high-tech equipment to industrial enterprises.

• Serenity Cyber Security Limited Liability Company (MTS Red) is involved in computer programming, computer consultancy, and information security. MTS Red and a Russian metals and mining conglomerate signed a 2024 cooperation agreement on information security for the development of cybersecurity products and services for the industrial sector.

The following Russia-based entities were designated pursuant to E.O. 14024 for operating or having operated in the construction sector of the Russian Federation economy:

• Limited Liability Company Nornikel Technical Services constructs buildings, roads and highways, and engineering structures in Russia.
• Obshchestvo S Ogranichennoi Otvetstvennostyu Pechengskoe Stroitelnoe Obedinenie is involved in building construction and civil engineering works.
• Obshchestvo S Ogranichennoi Otvetstvennostyu Vostokgeologiya constructs, reconstructs, repairs, and maintains roads, railways, and road structures. It is also engaged in the construction, operation, and repair of limestone mining facilities.

The following Russia-based entities were designated pursuant to E.O. 14024 for operating or having operated in the manufacturing sector of the Russian Federation economy:

• Obshchestvo S Ogranichennoi Otvetstvennostyu Norilski Obespechivayushchi Kompleks manufactures metal structures and provides spare sparts and other equipment and products to enterprises engaged in mining, processing, metallurgy, construction, and maintenance.
• Obshchestvo S Ogranichennoi Otvetstvennostyu Norilsknikelremont provides repair and maintenance services for metallurgical and concentration plant equipment; mining equipment; automotive vehicles and rolling stock; self-propelled diesel equipment; and instrumentation and automation systems.

MMK

Russia-based Publichnoe Aktsionernoe Obschestvo Magnitogorskiy Metallurgicheskiy Kombinat (MMK) was designated pursuant to E.O. 14024 for operating or having operated in the metals and mining sector of the Russian Federation economy. MMK is the largest iron and steel works company in Russia and a leading steelmaker globally. OFAC previously designated MMK pursuant to E.O. 14024 for operating or having operated in the financial services sector of the Russian Federation economy.

SANCTIONS IMPLICATIONS

As a result of today’s action, all property and interests in property of the persons above that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, 50 percent or more by one or more blocked persons are also blocked. All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or blocked persons are prohibited unless authorized by a general or specific license issued by OFAC, or exempt. In 2023, more than 109,000 Ohio families saved more than $150 million on clean energy and energy efficiency investments 

WASHINGTON – Today, in advance of the two-year anniversary of the Inflation Reduction Act, the U.S. Department of the Treasury (Treasury) released new data from the IRS and new analysis by the Office of Economic Policy showing that more than 109,000 Ohio families benefitted from more than $150 million in tax credits to lower the costs of clean energy and energy efficiency upgrades to their homes during 2023. Today’s announcement marks the first public release of data from 2023 tax filings showing the benefit of the Inflation Reduction Act’s clean energy tax incentives for consumers.   

Nationwide, the number of families benefiting from these expanded credits for investments that lower their utility bills increased almost one third compared to tax year 2021, prior to passage of the Inflation Reduction Act, and the aggregate value of the credits increased by almost two thirds. The new data shows the Inflation Reduction Act is achieving its goal to lower both the upfront cost of clean energy and energy efficiency investments and monthly utility bills for American families.  

In addition to upfront cost savings on home improvements, consumers will save on their energy bills for years to come. Recent research from U.S. national labs and analysis from Treasury’s Office of Economic Policy shows that after consumers adopt these upgrades, they can save hundreds or thousands of dollars per year on their utility bills, depending on the upgrades made to their homes. For example, household installing residential solar have saved a median of $2,230 annually, and households that install efficient heat pumps and improve building efficiency are expected to save up to $600, $1,200, or $3,100 per year, based on the type of heating and cooling system that is being replaced. 

“The Biden-Harris Administration’s top economic priority is lowering costs for American families, and the Inflation Reduction Act is advancing that goal by making home energy upgrades more affordable and cutting monthly utility bills,” said U.S. Secretary of the Treasury Janet L. Yellen. “The law has lowered the cost of clean energy upgrades for more than 109,000 Ohio families, saving them hundreds, if not thousands, of dollars annually on their utility bills for many years to come.”  

“By making clean energy and energy efficiency improvements more affordable, we are not only significantly cutting energy costs for Ohio families, but also showcasing our commitment to building a more sustainable and resilient energy future,” said Congresswoman Marcy Kaptur (OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development. “Provided by the Inflation Reduction Act, these tax credits allow families to receive tax refunds for installation costs for solar panels, heat pumps, and other major home upgrades. These improvements allow families to save hundreds of dollars or more annually on home energy costs, at a time where every penny counts. Together we are working to cut costs while building a new energy future for generations to come.” 

Ohio families have claimed more than $73 million in credits for residential clean energy investments on 2023 tax returns filed and processed through May 23, 2024. This credit helps families afford investments in solar electricity generation, solar water heating, and battery storage, among others. Families have also claimed more than $77 million for energy efficient home improvements—which include heat pumps, efficient air conditioners, insulation, windows, and doors—during the same time span. These estimates are expected to increase as additional returns are filed and processed.

• Extended and expanded the Energy Efficient Home Improvement Credit, providing a total credit of up to $1,200 annually for investments like installing insulation or efficient windows and doors, with a special credit of as much as $2,000 for electric heat pumps that provide super-efficient heating and cooling, including a $150 credit for a home energy audit conducted by an inspector to help determine the best home improvement options. 
• Extended the Residential Clean Energy Credit, ensuring that households will be able to continue receiving a tax credit to cover up to 30% of the costs of installing, among others, rooftop solar and battery storage through 2034.

In 2023, more than 189,000 New York families saved more than $374 million on clean energy and energy efficiency investments 

WASHINGTON – Today, in advance of the two-year anniversary of the Inflation Reduction Act, the U.S. Department of the Treasury (Treasury) released new data from the IRS and new analysis by the Office of Economic Policy showing that more than 189,000 New York families benefitted from more than $374 million in tax credits to lower the costs of clean energy and energy efficiency upgrades to their homes during 2023. Today’s announcement marks the first public release of data from 2023 tax filings showing the benefit of the Inflation Reduction Act’s clean energy tax incentives for consumers.   

Nationwide, the number of families benefiting from these expanded credits for investments that lower their utility bills increased almost one third compared to tax year 2021, prior to passage of the Inflation Reduction Act, and the aggregate value of the credits increased by almost two thirds. The new data shows the Inflation Reduction Act is achieving its goal to lower both the upfront cost of clean energy and energy efficiency investments and monthly utility bills for American families.  

In addition to upfront cost savings on home improvements, consumers will save on their energy bills for years to come. Recent research from U.S. national labs and analysis from Treasury’s Office of Economic Policy shows that after consumers adopt these upgrades, they can save hundreds or thousands of dollars per year on their utility bills, depending on the upgrades made to their homes. For example, household installing residential solar have saved a median of $2,230 annually, and households that install efficient heat pumps and improve building efficiency are expected to save up to $600, $1,200, or $3,100 per year, based on the type of heating and cooling system that is being replaced.

New York families have claimed more than $241 million in credits for residential clean energy investments on 2023 tax returns filed and processed through May 23, 2024. This credit helps families afford investments in solar electricity generation, solar water heating, and battery storage, among others. Families have also claimed more than $132 million for energy efficient home improvements—which include heat pumps, efficient air conditioners, insulation, windows, and doors—during the same time span. These estimates are expected to increase as additional returns are filed and processed.

WASHINGTON – Today, the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) announced the launch of a public service announcement (PSA) campaign as part of its ongoing efforts to educate the small business community about new beneficial ownership reporting requirements. To directly reach business owners, educate stakeholders about these reporting requirements, and encourage compliance, television and radio PSAs are now running nationwide in tandem with digital and print ads.

Under the bipartisan Corporate Transparency Act, enacted in 2021 to curb illicit finance, many companies are required to report basic information to FinCEN about the individuals who ultimately own or control them. Filing is simple, secure, and free of charge. The filing deadline for most companies that are required to report is January 1, 2025.

As part of this initiative, Treasury and FinCEN officials have participated in more than 130 in-person and virtual engagements this year to educate business owners and other stakeholders about beneficial ownership reporting. Additional ongoing efforts include intergovernmental partnerships such as with the IRS and Small Business Administration; collaborations with Secretaries of State and members of Congress; and engagement with industry groups.

Since opening the database for filings on January 1, 2024, FinCEN has received millions of Beneficial Ownership Information Reports, including from companies in all 50 U.S. states.

The historic legislation President Biden has passed – the Bipartisan Infrastructure Law, the CHIPS and Science Act, and the Inflation Reduction Act – is driving growth in new industries and creating good jobs in places where there hasn’t always been opportunity.  And we’re doing so in partnership with the private sector.

Our approach, which I’ve called modern supply-side economics, centers on spurring long-term growth including by training our workforce.

These investments include those made through the American Rescue Plan, which made funds available for cities and states for support to workers, including to invest in workforce development programs here in Georgia. 

Recipients of Treasury’s State and Local Fiscal Recovery Funds have budgeted over $13 billion for workforce support, including for many projects here in Atlanta.

Private sector partners are also a key part of this vision. The American Rescue Plan also made funds available for small businesses, enabling businesses across the state to access the capital they need and create jobs. 

I know that many of the Georgia businesses here today represent the real estate and construction industries, which have faced challenges in recent years given the high cost of building materials and lack of inventory of residential housing.  

Working to increase housing supply to lower costs is also a top priority for this Administration.  President Biden has put forward a plan that would build or preserve over 2 million housing units and provide mortgage relief for first-time homebuyers.

And state and local governments have budgeted more than $7 billion in State and Local Fiscal Recovery Funds for long-term affordable housing, part of the $19 billion in SLFRF funds for housing uses overall.

The only one of its kind in Texas, The Covery offers state-of-the-art treatments, including red light therapy, cryotherapy, and hyperbaric oxygen treatments, to optimize self-care and longevity.
